Standards Council

The NFPA Standards Council will be meeting on August 10-13, 2020 by video conference (daily sessions from 10 a.m. –

2:00 p.m. EST until conclusion of meeting).  At this meeting, some of the topics the Council will address include:

 

  • An appeal on NFPA 1 requesting deletion of paragraph 65.3
  • The issuance of proposed TIAs on NFPA 1, NFPA 13, NFPA 30, NFPA 30A, NFPA 58, NFPA 67, NFPA 70, NFPA 101A, NFPA 1006, NFPA 1192, NFPA 1581, NFPA 1851, NFPA 1999, NFPA 2112
  • New projects/documents on fuel gas warning equipment; remote inspections; emergency action planning
  • The issuance of Annual 2020 codes and standards: NFPA 1, NFPA 4, NFPA 30, NFPA 30A, NFPA 99, NFPA 101, NFPA 790, NFPA 1006, NFPA 1500, NFPA 1700
  • Requests from Committees to change revision cycle schedules for NFPA 11, 14, 58, and 59A
  • A task group update and correspondence on potential scope overlap of NFPA 855
  • Action on pending applications for committee membership

The NFPA Standards Council is a 13-person committee appointed by the NFPA Board of Directors that oversees the Association's codes and standards development activities, administers the rules and regulations, and acts as an appeals body. The Council administers about 250 NFPA Technical Committees and their work on over 300 documents addressing topics of importance to the built environment.

 


The First Draft Reports for 11 of the NFPA Emergency Response and Responder Safety (ERRS) Standards in a custom Annual 2021 revision schedule are available. Review the First Draft Reports for use as background in the submission of public comments.

 

To submit a public comment using the online submission system, use the List of NFPA codes & standards to search for the Standard or select the link below in the list. Once on the document page, select the link "Submit a Public Comment" to begin the process. You will be asked to sign-in or create a free online account with NFPA before using this system. The First Draft Report serves as documentation of the Input Stage and is published for public review and comment. The First Draft Report contains a compilation of the First Draft of the NFPA Standard, First Revisions, Public Input, Committee Input, Committee Statements, and Ballot Results and Statements. Where applicable, the First Draft Report also contains First Correlating Revisions, Correlating Notes, and Correlating Input.

The Second Draft Reports for NFPA Standards in the Fall 2020 revision cycle are available with a deadline to submit a Notice of Intent to Make a Motion (NITMAM) of August 27, 2020.

Anyone may submit a comment on these proposed TIAs by the September 9, 2020 comment closing date. Along with your comment, please identify the number of the TIA and forward to the Secretary, Standards Council by the closing date.

At its April 1, 2020 meeting, the NFPA Standards Council approved the committee restructuring for the NFPA 1Fire Code project. The Fire Code has a very broad scope which addresses a variety of hazards. Following issuance of the 2021 edition of NFPA 1, the project will be developed by three technical committees (Technical Committee on Fundamentals; Technical Committee on Building Systems and Special Occupancies; and Technical Committee on Special Equipment, Processes and Hazardous Materials) and a correlating committee (Fire Code Correlating Committee). The new, multiple committee structure allows for more focused engagement by industry experts.

NFPA is currently accepting online committee membership applications for these new committees. The deadline for submission of applications to be reviewed at the December 2020 Standards Council meeting is August 28, 2020. Anyone wishing to apply should first review the approved scopes and responsibilities below before submitting application:

  • Technical Committee on Fundamentals (FCC-FUN): Submit online application
    Committee scope: This committee shall have primary responsibility for documents on the basic goals, objectives, performance requirements, classification of occupancy, general safety requirements, building services, fire department access, and definitions for the purpose of providing safety to life and property from fire and explosion.
    Responsibility: 
    NFPA 1, Fire Code, Chapters 1-11, 15 and 18
    NFPA 1, Fire Code, Annexes A-D and Annex
  • Technical Committee on Building Systems and Special Occupancies (FCC-OCP): Submit online application
    Committee scope: This committee shall have primary responsibility for documents on building fire protection and life safety systems, construction operations, occupancy fire safety and definitions for the purpose of providing safety to life and property from fire and explosion.
    Responsibility:
    NFPA 1, Fire Code, Chapters 3, 12-14, 16-17, and 19-39
    NFPA 1, Fire Code, Annexes A and E
  • Technical Committee on Special Equipment, Processes, and Hazardous Materials (FCC-HAZ): Submit online application
    Committee scope: This committee shall have primary responsibility for documents on special equipment and processes in buildings, the storage, use and handling of hazardous materials indoors and outdoors, and definitions for the purpose of providing safety to life and property from fire and explosion.
    Responsibility:
    NFPA 1, Fire Code, Chapters 3 and 40-75
    NFPA 1, Fire Code, Annex A
  • Fire Code Correlating Committee (FCC-AAC): Submit online application*
    Committee scope: This committee shall have primary responsibility for documents on a Fire Prevention Code that includes appropriate administrative provisions, to be used with the National Fire Codes for the installation, operation, and maintenance of buildings, structures, and premises for the purpose of providing safety to life and property from fire and explosion.  This includes development of requirements for, and maintenance of, systems and equipment for fire control and extinguishment.  Safety to life of occupants of buildings and structures is under the primary jurisdiction of the Committee on Safety to Life.
    Responsibility:
    NFPA 1, Fire Code
    NOTE*:  Typically, correlating committee membership is limited to people with technical committee experience. If you are interested in serving on the correlating committee but have never served on an NFPA technical committee we encourage you to first apply to a technical committee.

 

The Council notes that the current committee responsible for the development of NFPA 1 is to complete its work through the issuance and effective date of the current processing cycle.  Council anticipates the disbanding of the current NFPA 1 committee and appointing the initial roster of the new committees at the December 2020 Council meeting.

 

NFPA 70, National Electrical Code<img src='https://community.nfpa.org/images/emojis/00ae.png' class='jive_emoji'/>The following proposed Tentative Interim Amendment (TIA) to NFPA 70, National Electrical Code, is being published for public review and comment:

Anyone may submit a comment on this proposed TIA by the May 11, 2020 comment closing date.  Along with your comment, please identify the number of the TIA and forward to the Secretary, Standards Council by the closing date.

The following proposed Tentative Interim Amendment (TIA) NFPA 30, Flammable and Combustible Liquids Code, is being published for public review and comment:

Anyone may submit a comment on this proposed TIA by the May 8, 2020 comment closing date. Along with your comment, please identify the number of the TIA and forward to the Secretary, Standards Council by the closing date.

The following errata on NFPA 13, Standard for the Installation of Sprinkler Systems; NFPA 70, National Electrical Code®: and NFPA 99, Health Care Facilities Code; was issued on March 10, 2020:

The following four proposed Tentative Interim Amendments (TIAs) for NFPA 13, Standard for the Installation of Sprinkler Systems; NFPA 1006, Standard for Technical Rescue Personnel Professional Qualifications; NFPA 1192, Standard on Recreational Vehicles; and NFPA 1851, Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting, are being published for public review and comment:

NFPA 70®, National Electrical Code®, is accepting public input for the Annual 2022 revision cycle (2023 edition).

 

To submit public input through NFPA's online submission system, go directly to the NFPA 70 document information page or use the search feature on the List of NFPA codes & standards. Once on the NFPA 70 page, select "Submit a Public Input" to begin the process. You will be asked to sign-in or create a free online account with NFPA before using this system.  The system shows any changes made by the submitter in legislative text and provides the option to submit the public input right away or save it for later completion before the September 10, 2020 closing date.
