What is the definition of a grill or similar device regarding cooking equipment on a balcony?

We dwell in a 15 story high rise condominium building.  We have exterior living spaces which are non combustible.  There is no combustible construction within ten feet of those spaces.  There is an overhang  eight feet above which is constructed of concrete.   

Code 10.11.6.1 reads "for other than one and two family dwellings, no hibachi, grill, or similar device used for cooking

shall be used or kindled on any balcony, under any overhanging portion, or within ten feet of any structure.

 

10.11.6.2 states that no hibachi, grill, or similar device used for cooking shall be stored on a balcony.

 

Is an electric device which has no open flame allowed?    I can't imagine not being able to store an electric grill on my

non- combustible balcony which leads me to believe use of it is allowed????

Anyone's help would be greatly appreciated.
