You are not very clear as to what you by crowd control. Do you mean crowd in a night club, concert crowd, crowd at sporting event? First you should contact the LJHA for their requirements because they are the one who have final authority of approval for your crowd control plan. NFPA 101 Life Safety Code has information on crowd management at various venues and settings. Just my opinion. Hope this is helpful.
Crowd control and Crowd Management are two separate things. Crowd control is done by security during the event. Crowd management starts long before the event and plans all of the parameters for when, how, and where crowd control, emergency procedures, incident response, communication protocols, etc. are used and then manages all of those things through the entire event coordinating with production, police, security, medical, and all other entities involved. They plan contingencies and ensure the event staff is trained and ready to react to whatever situation occurs.
NFPA crowd management requirements can be found in NFPA 101 12.7.6 and 13.7.6.
