Delayed Egress - Small Residential Board and Care

In Chapter 32/33 (Small Residential Board and Care) of NFPA 101, 2000 Edition, Delayed Egress locks are permitted on exterior doors. The 2012 Edition further clarifies with "only" at the end of the sentence. 

 

Is it the intent of the code to not allow delayed egress locks on interior doors and outside gates to prevent having more than one delayed egress lock in the means of escape and egress to the public way?
