Why aren't gutters at least optional, if not illegal?

In my county, Nevada County, gutters are mandated on any new construction or reroof. On my last house I couldn't receive an occupancy without installing them. I have built for many years without gutters as they are unnecessary and require maintenance. Many thousands are injured or killed each year as a result of maintaining them, some thirty feet up on a slope. They are a large expense subtracting from affordability. Now, gutters are a known fire risk. I have heard first-hand reports from purchasers of even the best gutters that they can build up debris and clog. They can be damaged and compromised. I read the recommendation is to clean them several times a year. This is insane.
