Joseph, I often see exposed conductors such as you have pictured. At times, the solution that a property owner will arrive at is rather than dig up and replace the conduits, they choose to disconnect and abandon the circuit/s or re-route them in another manner. If that is the case the abandoned circuits should be removed.
As I am thinking this morning it seems that the most common places where I see damaged or exposed circuit conductors are parking lot lighting poles, retail stores in the isle way and checkout areas, warehouses, and outdoor receptacles.
In all instances the appropriate action is to speak to a member of management so that they may be made aware of the problem and take action to get it corrected.
All good answers. But I think the answer Joe is looking for is that the equipment is no longer grounded. Another good one would be how the threaded coupling is being used. The list goes on...
