Fire Dampers in wall less than 2 hrs fire rating

Dear Experts,

 

As per NFPA 90A (2015) 5.3.1.1* Approved fire dampers shall be provided where air ducts penetrate or terminate at openings in walls or partitions required to have a fire resistance rating of 2 hours or more.

 

Does it means the fire walls of rating less than 2 hrs (eg 1hr), shall not be provided with fire dampers irrespective of the hazard occupancy?

e.g. Do we need the fire dampers in case of the electrical room with 1 hr fire rated wall, with independent-dedicated HVAC unit?

Please Advice.
