Arc Flash responsibility for an Employer in manufacturing

Where does OSHA and NFPA 70E state exactly what a Manufacture must do in order to comply with Arc Flash and shock hazard requirements for its employee’s electrical safety?  Most of the statements I can find reference information for employer that are contractors or utilities, not manufacturing? 


I spoke with a manufacturer at an open house and he’s under the impression he doesn’t need to comply because it states distribution, contractors or utilities.  He said he's read the Scope which is very vague. 


I went and started investigating myself and it is very confusing.  It jumps back and forth between NFPA 70E and OSHA regulations and it is hard to find exactly what the employers responsibility is to say an employer does everything necessary to meet the requirements.
