Underground Water Main & Electrical Lines in the Same Trench

First time for everything it seems.

 

During an inspection of the underground water mains for a new facility, our inspector observed the incoming electrical service lines located in the same trench and directly above the incoming water main for the fire sprinkler system.  I've searched both NFPA 13 an 25 and have yet to located anything on the subject. 

 

Is this permissible?  While I'm sure some may agree this is not a great idea, I'm at a loss to find anything on the subject.
