Hydrogen gas tank hazards

Ok guys (and gals...sorry), I have a university in my town that has a hydrogen tank in a lab room on the 3rd floor of a sprinklered academic building.  There is also an empty tank that I will assume to have some residual gas in it.  My question is...Is this a hazard that I need to pursue (and permit) and where can anyone point me to chapter and verse that deals with this?  Thanks in advance.
