NFPA 820 flow monitoring in sewers

NFPA 820 lists standards for installation of electrical equipment in combined and sanitary sewers. The code states that unless the sewer has active ventilation, installed electrical equipment must comply with Class 1/Div 1 intrinsic safety standards. My question is does it matter if the electrical equipment is powered by battery or full time shore power as to the application of this standard? Many in the wastewater industry have suggested this code only applies to full time shore power but I see nothing in the code to that effect. In light of the many battery powered devices that can explode or catch fire this interpretation not only seems inconsistent with the letter and intent of the code but also potentially dangerous. Clarification, interpretation appreciated.
