Total Flooding High Expansion foam system for Class A fire

I have come across a project where consultant suggested high expansion foam system for non combustible material in a wooden box, boxes are stored in rack of 4.1 m height. Area of storage is about 5000 m2. Is any body has experience of protecting Class A fire material with high expansion total flooding system? I have feeling is not correct but noticed that NFPA11 does not have clear guideline on the subject. However FM Approval standard for Foam Extinguishing systems ( Class No 5130 Dec 2014)  does not recommand High Expansion foam system for Class A fire.
