Why aren't Peak Pressure calculations being done on all NFPA 2001 Clean Agent installations when it's been required since 2008?

We now understand that even halocarbons will sometimes have peak pressures during discharge that exceed wall strength. This has now been well researched and the formulae for calculating these peak pressures have been published by FSSA and Retrotec yet the majority of systems are installed without this critical test being performed.  The 2008 Edition of NFPA2001 gave a new test procedure for the first time that would measure vent area for the purpose of determining whether it was sufficient to prevent over pressure of the enclosure.
