Access Controlled Egress Doors

I am curious about how other jurisdictions are addressing this issue.

The 2012 Life Safety Code permits only one operation to release a door.  I have a number of building owners installing access controlled systems in addition to existing mechanical locks.  The rational is that if the power fails overnight or if the fire alarm is activated, the building is unsecured.

I am sympathetic to their concerns, but I'm trying to find a way to justify this with the code.

Any ideas?

Thank you.
