What is proper disposal of emergency flares, road flares and marine flares?

The Coast Guard does not take them, nor will our Fire Department.  I believe the manufacturers and/or sellers should be required to establish a return/recycle program as the EPA says they have a hazardous substance (perchlorate)? and therefore they should not be soaked in water or thrown into the ocean.  Coast Guard regs require 3 flares per boat and they are considered expired if more than 3 years old.  What is everyone supposed to do with all those old flares?
