If a business is switching a temperature rating on heads, is it considered maintenance or modification?

Mainly goes back to why??
The heads were located in an attic space. The line is filled with antifreeze. The problem is the heads are rated at 150 degrees Fahrenheit and have activated in the summer during the extremely high temperature days.
If they change the temperature rating of the heads above 150 degrees, for 12 heads, will it require engineered designed plans? That is why I'm wondering if the work is considered maintenance or a modification to the system.
Could possibly be a modifcation.

I would argue that a one for one sprinkler head replacement is a repair.
From your description it appears that the sprinkler head temperature could potentially be changed. I would consider that if an area of sprinkler heads are be replaced to a higher temp. than that is a modification. I would consult the local fire official if it would require plans or not.
