Relief Valve Usage at Fire Pumps

According to NFPA 20 "4.19 Relief Valves for Centrifugal Pumps" you cannot use pressure relief valve at electrical fire pumps unless it has electric variable speed pressure limiting controller.

But at figures NFPA 20 A.7.2.2.1 and A.7.2.2.2, there is relief valve at the discharge of electrical vertical turbine fire pumps. According to these figures it can be thought that relief valve usage is standard.

Would you please explain this situation if there is a mistake at the figures?
