Requirement of Lockable type Disconnecting switch for Fire Alarm Control Panel.

A fire alarm panel should have the door that is lockable, to prevent access
or some panels have enable key that has to be in place and activated to silence, reset etc
We installed Fire Alarm Control Panel and Electrical isolator for main power supply. This isolator has a provision to lock during OFF condition.
During our inspection, consultant has commented to make a provision to lock during "ON" Condition !!!!. Is there any code requirement in NFPA 70 or 72
