NM Cable In A Commercial Building

My question pertains to installing NM cable in a commercial building. We have some offices that the inspection department is allowing NM cable to be installed on the top plate of the wood framing members as long as it does not "cross over" the assessable grid tiles. I understand that we are not "technically" crossing over the top of the grid. My question now is that even though we would not technically be crossing over the grid would this not be in violation of 334.10 (3) for running NM cable were a 15 min finish rating is not maintained (grid tiles not providing this protection)?
