We have an SET where we extended the emergency vent. The regulator wants us to follow NFPA 30 and test the primary between 3 -5 psi. Currently the AST is 70% full of diesel. I thought the recommended test procedures in NFPA 30 were for empty tanks.

The tank should not be tested with air or similar gas
if they want something do a tank tightness test from an approved company.

Should have asked what is your definition of ast
Is it like at a bulk farm
Or ast that is stand alone for fueling equipment'
Or ast in a con vault type set up?

188.8.131.52 Air pressure shall not be used to test tanks that contain flammable or combustible liquids or vapors. (See Section 27.7 for testing pressure piping.)
