As per NFPA 25, they recommend various flow rate for flushing as per pipe size. Is it applicable for new installation and is it permitted to do gravity flushing / flush with nominal flow rate to ensure cleanses of above ground pipes and final flushing with Fire pump in later stage

That information should also be covered in NFPA 25 also. If it is not covered in the table of contents you may need hunt around in the index for flushing. NFPA 13 the Standard on Installation of Sprinkler Systems may have information on flushing of new sprinkler systems. You should contact your LAHJ ( Fire Prevention Bureau ) they should be very helpful on this also.
