Most model building codes only require a fire sprinkler system if the fire area exceeds a certain number of square feet.
The International Building Code sets that at 12,000. There are some multi-story requirements also.
If the sprinkler system is required, it is required to be electrically monitored offsite.
The fire alarm portion of the International Building Code does not require a full fire alarm system (with notification appliances) unless the building is 2 or more stories tall or there are more than 500 occupants.
In short, most building codes do not require notification throughout.
Many factories still install them because of insurance requirements.
