Are you aware that Florida Building codes require a licensed electrician to change out a "hard wired" smoke detector?

As a result of the states building codes there are going to be alarms that will not be tested and or replaced because to do so will require a licensed electrician. There needs to be a way or system or "go around" that allows a single family dwelling owner to allow a non-licensed individual to test and replace a "hard wired" smoke detector.
