CFR 1919.159(c)(10) states the clearance below a sprinkler head must be 18". Does the NFPA have a simialr and hopefully confirming statement?

There are a lot of changes that were made from 2011 to 2014. In 2011 and previous editions I believe it referred you to the installation standard NFPA 13. 18" is the minimum but there are exceptions in NFPA 13 look under Clearance to storage in the index. I know one exception is shelving and storage on a wall that is not directly under a sprinkler can extended above the 18" below the deflector. You will also need to know the current NFPA editions adopted by your AHJ.
Yes, Section 8.5.5 and 8.5.6 of NFPA 13 has similar language for clearance between the sprinkler deflector and obstructions/storage.
