Metal Blinds on an Exit Door

I have a Health Sciences instructor in a state vocational school who wants to place metal blinds over the view panels on a exit door. This started when the instructor had to remove a large amount of flammable paper from two exit doors. These doors open onto the main school hallway. I am not sure if they are fire rated doors.

 

1. Can metal blinds be placed over the view panels of non-fire rated exit doors?

2.  Can metal blinds be placed over the view panels of fire rated exit doors?

3.  If the answers to 1 and 2 are yes, how are they to be attached to the door?

 

The issue of items on exit doors is re-occurring. The appropriate NFPA Standards to the above will be appreciated.
