Up-staffing a fire prevention division

Hi, everyone--looking for some thoughts from other folks on how best to make the case for increasing staffing in the fire prevention division to both fire department administration and the city manager's office. Objectively, we're significantly off some standard numbers on both code enforcement and community outreach, but I know we can't simply make an objective case since hitting the target involves a staffing increase, which of course involves money. Has anyone been a part of something similar, or have any suggestions? Thanks in advance. prevention staffing levels fire administration
