There really is no limitation on height of voids to be protected. The FM system gas quantity is designed based on the volume to be protected. Nozzles are to be sized and placed accordingly as well.
Above ceiling spaces may not be included in the volume calculation as the gas is heavier than the ambient air and will descend to the floor. This is assuming the HVAC system will be shutdown prior to system discharge.
Should the HVAC system remain operating during discharge and the ceiling cavity is used as a plenum, then the volume would be included in the system calculation.
Lastly, consideration has to be given to the height of the nozzles. Manufacturer's specifications give guidance on how high nozzles can be placed. Should ceiling heights exceed these values, then a tiered nozzle system may need to be considered.
