NFPA 1, Table, Footnote f and d = 400 pounds of class 3 oxidizing solids?

I work with chemical storage and regulatory requirements at my workplace. We have swimming pools using class 3 oxidizing solids, which grants the exception in footnote "f" of Table in NFPA 1, allowing a maximum storage quantity of 200 pounds. Is the 200 pounds a flat, unmodifiable amount; or can it be further modified by footnote "d" to a 400 pound storage limit by having a sprinkler system in accordance with NFPA 13?
