Occupancy Separation

NFPA 101 states you have to separate occupancy types or construction types with a fire barrier.  However, if a structural component interferes with a fire barriers continuity, but the structural fire rating is higher than the fire barrier, does not that work as part of the separation.

I.E. 2 hour fire separation between Healthcare and Business, but the construction type is 3-3-2, so the barrier is interrupted by a 3 hour rated structural beam ?  Would the 3 hour rating not count towards the occupancy separation?
