Can a NEMA 4x enclose / break panel be mounted in a 10 inch cavity wall just as long as the NEMA PB-1 stand off requirements are met (1/4" airspace at mounting points)?
Can a NEMA 4x be flush, semi-recessed or surface mounted?
Here's my two cents worth
What you can do with a particular Rated enclosure and what the Listing of that enclosure will allow are not always the same thing.
As I understand it, the NEMA rating specifically applies to the types of environments that that enclosure is suitable for. In addition to the enclosure’s NEMA rating should be a complete “Listing” (something from a Nationally Recognized Testing Laboratory, such as UL, or FM). The Listing should include instructions to be followed for installation of the enclosure so that the installation, when completed according to those instructions, satisfies the limitations of the testing preformed granting that Listing.
It is one of the often misunderstood requirements of NFPA 70, in the 2014 code it is article 110.3(B).
It could very well be that you might be able to buy a NEMA 4x enclosure that is listed for flush, semi-recessed, and surface mounting, but I would not know for sure as the number of available products on the market can spin my head around.
Check the instructions supplied with the listing, and if that doesn’t give you a clear answer, try asking the local Fire Marshal or Authority Having Jurisdiction for clarification. Strangely enough, your AHJ might approve a non-listed enclosure that satisfies your needs and meets his or her requirements for a safe installation, but keep in mind that Listed equipment must be used in accordance with those instructions provided with the listing.
When in doubt, ask the manufacturer of the enclosure. Also 110.13(B) could apply to what's installed inside of the enclosure.
