Fire alarm breaker lock

NFPA 72 says 'Where a circuit breaker is the disconnecting means, an approved breaker locking device shall be installed.'  The panel with the fire alarm breaker is basically in a 'breaker room' and the room is locked.  Does the individual breaker still need to be locked?  It is properly labeled as the fire alarm panel, and breaker.
