regarding monitoring- do I need to have a direct (dialing ) monitor for a building next to a fire station?
More than likely false, what happens when they are out??
Most building/ fire codes require monitoring, plus good advice, in the middle of the night if a head goes off for whatever reason either fire, or water flooding your entire building
Even sprinkler protected fire stations should also be monitored, what happens when they respond to a call and leave food on the stove? Don't laugh, it has happened many times! Just because you have a fire station next door does not mean they are always sitting there awaiting your specific call for assistance unless it is an industrial brigade paid for by you.
