all electrical meters mounted on end unit of four unit townhome, service cable is then passed thru all other townhomes to serve each unit, none of the cable is in conduit.

I believe I seen in the NFPA that service cable cannot pass thru one townhome to service another
In my jurisdiction I would not permit the installation you described. I would use the code section: NEC 230.3 One Building or Other Structure Not to Be Supplied Through Another. Service conductors supplying a building or other structure shall not pass through the interior of another building or other structure.
I would require them to use one of the wiring methods described in 230.6 to put the conductors outside of the building.

It is common to install the electrical service for a 6 family row house on one side of the building. This is generally accomplished with the installation of a service rated, 6 position service rated meter/main, as it meets the grouping requirements for service disconnects in 230.72(A). This equipment is were the service is established and the center cabinet is where the service conductors are terminated.
The SER cable (2 ungrounded conductors, neutral, and equipment ground) that is installed from each breaker disconnect to the dwelling unit panelboard are defined as feeder conductors, and are not service conductors.
