Insulated energized conductors

I am working with a foreign country shop and I need to provide a code reference that clarifies the requirement of having insulation on energized conductors to prevent short circuit. Shop believes they are in compliance with installing a varistor in parallel with conductors attached to a solenoid coil. The varistor basically has bare wires at the solenoid terminations. Should be common sense, but a specific site reference would be great.
