Looks like per 2011 edition you can do a trip test and not fill the entire pipe. 126.96.36.199.2 and (188.8.131.52.2.3 and A .184.108.40.206.2.3 tells you how to do it)
But, Every three years a full test is required. 220.127.116.11.2.2
I am thinking it would be allowed in the 2014 edition.
