Wrong cut in fire door

I had a new fire door installed for a storage room.  The contractor who installed the door frame does not install the closer and lever hardware.  My locksmith drilled the hole for the key lock in the wrong place and used a stainless cover plate to cover the hole.  Is this acceptable or should the brand new door be replaced?  This is in a hospital in the basement IT area.  Room is considered hazardous because of storage.
