Generator for a fire Pump

We have a hotel under construction. The hotel is four stories in height. By the code, I understand that they are required to have a fire pump because there is not enough water pressure provided by the City’s water system to reach the fourth floor. Code (IFC 913.2) and (NFPA 20) state that they shall have a generator for backup power if there not reliable power. The power company has stated that they have reliable power but cannot guarantee power if there is a flood or earthquake. I have said they need a generator. Did I interpret the code correct?
