Elevator Recall

I manage a private multi-story office complex. We have a single elevator and an EST 3 fire alarm system. We are having remodel work completed and an Alarm contractor came in last week to manage the fire alarm system during the construction. They wanted to test the alarm system prior to the work starting. After they tested the system they came back to me and noted that when they pulled the pull station to initiate the alarm system the elevator was recalled to the bottom floor. They told me this was wrong and that the elevator should only be recalled if a smoke detector in the vicinity of the elevator was the activator of the alarm, not a pull station. I don't believe that to be true and was under the assumption that the elevator should be recalled for alarm activation period. Am I wrong? What standard does this fall to?
