How many hours do you wait before you have to start a Fire Watch?
I think we may need more information? We use NFPA 101 for sprinkler shutdowns and require a fire watch if the outage is going to exceed 4 hrs. But, we also require a fire watch for many situations where we feel people may be endangered by the lack of certain services or egress and the building lacks a fire alarm system that we have confidence in. This is often the case where renovations are taking place in an occupied commercial building.
We were referencing NFPA 25 2014 Edition, and it quotes that the 4 hours was changed to 10 hours. We complete a Life Safety Measure document to for the other items you referred to.

In Ontario Canada our Ontario Fire Code includes alternative measures in a Fire Safety Plan. If any life safety system is disabled or out of service, hourly fire watch is implemented until the systems are restored. Documentation is required and failure to implement fire watch and or notify of same to the AHJ is a Provincial Offence.
