in townhome construction i say no part of one structer can connect structally to the next unit, they can touch but not connect, am i right or wrong?

townhome are being constructed that connect from one unit to the next ( in other words materials lap over to adjoining unit) I say NFPA does not allow that, in addition the contractor has only applied sheetrock to one side of the closed in side of the wall, in addition where the walls end at the exterior no fire protection is being applied four feet on either side.
