NFPA 407, 5..1.3.18 states a heat actuated shutoff valve is required immediately upstream of loading hose or swing arm.  DLA Energy has a contractor who does not have a heat actuated shutoff valve and never has.  Does  Retroactivity, 1.3.1 make it OK that

NFPA 407, 5..1.3.18 states a heat actuated shutoff valve is required immediately upstream of loading hose or swing arm.  DLA Energy has a contractor who does not have a heat actuated shutoff valve and never has.  Does  Retroactivity, 1.3.1 make it OK that they do not have it since it was not in place when Revision 2017 came out??
