NFPA 59A - Gas Detection Alarms

I am working with an LNG facility and trying to understand section of NFPA 59A for gas detection. I would like to know if it is mandatory all the time to report to a remote location (main command post with fire alarm panel) that is constantly attended the visual and audible alarm signals produced from gas/leaks detectors and ESD push buttons located at the LNG facility. In my case we have personnel that routinely check the plant site (LNG Facility) area but I am not certain that this is in continuous mode all the time. Also section 13.16 on chapter 13 (our container is ASME approved) limits fire protection and security to only some sections of chapter 12. Please clarify.
