in residential construction there is one hour fire stop from basement to next floor, yet plastic plumbing pipe can quickly melt to allow fire into next level, without fire stop collars, why is this allowed

in residential if there is one hour fire stop required from one floor to next, why are fire stop collars not required in plastic plumbing from basement to next floor, and opening around plastic electrical lines from basement to next floor not filled with fire stop materials.
