Smoke alarm upgrades

I'm on the Safety Committee of my highrise condo HOA (in Maryland), and our smoke alarms will  be due for upgrade in about a year. I'll have time to get competitive bids.  


Our Developer, now gone, installed Firex/Kidde alarms, model i4618.

The reviews on this model seem mediocre to low:

I plan to split our total order quantity, half for ionization-type, and half for photoelectric-type, so that we can get both types in every unit.


My questions to the communityare:

  1. Should we consider installing better makes/models altogether, rather than just upgrading the newest release of i4618?  If so, which other makes/models should we consider?
  2. Can anyone provide some respected wholesale sources for bulk-order replacements?
  3. Why wouldn't local fire departments offer bulk replacements, to both support timely alarm replacement in the communities they serve, and also to help FDs' ever-constrained budgets??
