Splice Kits - Residential Use

Hello, I've been receiving conflicting information on this. Are there any splice connectors that are NFPA approved for residential use to extend wires without an accessible junction box? This is for the state of Florida who has adopted NFPA 70A.

 

Home depot offers the Romex Splice kit, but i'm not sure if that's safe/code to use behind drywall. I'm not a licensed electrician, so pardon my ignorance on the topic.
