Dissipating static electricity from conductive materials in poly drums

If one is pumping flammable/conductive liquid, such as toluene, into a poly waste drum. What is the best method to dissipate static electricity? The drum must be poly because the mixture also contains corrosive materials. The funnel is stainless steel and grounded. Would a bonded stainless rod inserted to the bottom of the drum through the funnel dissipate the potential static electricity, or would it generate a spark? If a dip tube is the best or only option, is there a suggestion to make it lighter? The issue with a stainless funnel and stainless dip tube is the length and weight of the equipment when the operator has to change out the drum.
