How can get FPE seal on the fire fighting drawing

I worked in Bahrain as a project manager in fire department. Now our company doing a fire fighting project work for US Navy.They need FPE approval. So we look for a licensed professional, but we can't find anybody here. If you know any professionals in GCC, kindly give their contact details.
An FPE seal normally is a licensed Professional Engineer's stamp/seal by a PE qualified by the licensing state to practice in Fire Protection Engineering. For most State's that means the PE did the design work personally or directly supervised the engineers and engineering techs that did the work. When stamping or sealing work accomplished by others, the PE is required to review the technical work to a degree he can validate the assumptions and calculations as appropriate and correct to the same degree as work they accomplished the work themselves.
It is considered unethical professional practice by most States to simply stamp/sign work that was not accomplished under the PEs direct control or that is not technically validated by the PE.
In most states PE are not identified by discipline by the State rather they are held to a standard of professional ethics by the State Board. It is the same as with Doctors, they area all licensed by the State as doctors but a family physician should not do brain surgery nor should the brain surgeon be treating your gout. For both the Doctor and the PE it is considered malpractice and they can lose their license.
Most engineering firms advertise the types/disciplines in which they normally practice. .
