Unless it is a local ordinance, I have not heard of the requirement.
I normally tell people have the requirer show you where it is "law", before spending any money or time.
Sometimes, people ask for things that are not required by a code or ordinance.
If they do show you something, will you post the wording.
It is by local ordinance and they seem to have a vendetta with us. Every time they visit they find something else. We had to get a permit to install 6 solar flood lights (@$39 each) for egress lighting and were told this was the first time this permit had been asked for. I guess we are sensitive after a lot of meetings and arguments with the town fire authorities. At one stage they wanted us to spend $100,000 to get into some unseen code. This would have shut us down but In the end we argued for lesser work but this set the scene for the vendetta.
I do not believe anything can be done with bullies. On the other hand, Princeton University has tons of money and probably more influence anyway. Not sour grapes but just what it is

Can you post the wording on for the ordinance. Sometimes it is how different people read it, and what is actually required.
There should be an appeals system, past the FD level, I would suggest use it.
