Accessible shafts with noncombustible surfaces

I have 2 separate accessible vertical shafts with noncombustible surfaces. One is a typical pipe chase with grated open floors and the other is a vertical "core" that is completely open all the way to the top with a spiral steel staircase for access to vertical process piping.

Both shafts have a vertical riser with horizontal sidewalls installed in the middle of each level. There is no mechanism for heat collection, the HSWs are installed out in open space with open airflow to the top of the shafts.

The shafts are in an extremely harsh environment thus the piping and sprinklers are severely corroded. We are looking for code references for our client that backup our claim that this is an incorrect installation and we can remove these systems because the sprinklers will never operate as intended.
