Door Release Detectors

Project engineers have placed door release smoke detectors in areas where the detectors aree not listed for use, i.e. in areas in direct exposure to outside conditions, and we are getting significant nusiance alrams. I realize  NFPA 101 permits these detectors to be "supervisory", however the door closings are also an issue. Owners, GCs, and engineers are pushing to change these detectors to heat detectors. NFPA 101 requiures smoke detectors. The question is does NFPA 72 21.3.9 permit the use of other spot detectors in this instance, i.e. heat detectors, if approved by the AHJ or does this section contain itself to elevators only? This is a hugh problem in multifamily projects that have open corridors and smoke doors and elevators.
